John Paul Nyeko is a seasoned MEL expert with over 14 years of experience designing and implementing monitoring and evaluation systems for donor-funded programs across sectors such as livelihoods, education, health, food security, agriculture, youth, graduation programming and refugee support.
He previously served as Senior M&E Advisor for several donor funded projects in Uganda, Somalia, Democratic Republic of Congo, Kenya, and Tanzania, where he led the development of MEL frameworks, baseline and endline studies, and adaptive learning initiatives. John Paul has also consulted on large-scale evaluations for global organizations including USAID, the World Bank, International Labor Organization, GIZ, Caritas Switzerland (European Union), Oxfam, and AMREF.
He holds a Master’s in Business Administration (Project Management), a Postgraduate Diploma in M&E, and is currently pursuing a Doctorate in Project Monitoring and Evaluation. His strengths lie in data-driven decision-making, strategic research, theory of change development, impact evaluation, digital MEL integration, data management and analysis, project cycle management and M&E capacity-building for teams and partners.
Lamson Ocira is an experienced Monitoring, Evaluation, Accountability, and Learning (MEAL) Expert with over 14 years of experience in international development and humanitarian programs. He has expertise in participatory and results-based M&E, impact assessments, and evaluations across sectors such as agriculture, livelihoods, education, governance, and humanitarian assistance. Lamson has designed and implemented M&E frameworks for major international organizations, focusing on data-driven decision-making and improving program effectiveness. He has previously held senior MEAL roles at GIZ, CARE International, Save the Children, and Caritas Gulu Archdiocese. In addition, Lamson has worked as an independent consultant, leading impact evaluations and assessments for projects like the Economic Empowerment for Youth Project and RISE vocational training in the West-Nile and Acholi Region. He holds a Master’s degree in Monitoring & Evaluation, a Postgraduate Diploma in the same field, and a Bachelor’s in Information Technology. Lamson is recognized for his strategic approach, strong analytical skills, and commitment to capacity building, with expertise in GIS, digital data collection tools, and statistical analysis.
Solomon Otale is a Data Scientist and Monitoring & Evaluation (M&E) Expert with over 7 years of experience in development and humanitarian programming. He has worked extensively with national and international organizations, including AVSI Foundation Uganda, where he has led USAID-funded projects supporting refugee and host communities.
Solomon specializes in digital data collection, analysis, and dashboard development, with advanced skills in tools such as STATA, SPSS, Power BI, and Kobo Collect. He has supported M&E system design, operational research, and capacity building across multiple donor-funded projects in Uganda and Tanzania.
He holds a Postgraduate Diploma in Monitoring and Evaluation and is currently pursuing an MSc in M&E at Uganda Martyrs University, alongside a certificate in Data Science and Machine Learning from MIT.
